A 14 inch mountain bike refers to the frame size of the bike and not the wheels as 14 inch wheel bikes would be too small for an adult.

A 14 inch frame mountain bike suits someone who is between 4’10” and 5’2” in height.

If you are taller than this height range you can try out a 15 or 16 inch frame mountain bike that can be a better fit.
